How did Russia and Qatar deal with a British activist promoting LGBT before the World Cup?

In Russia 2019:
He was punched, kicked and arrested.

In Qatar 2022:
He was treated softly and failed to provoke police to arrest him.

The authorities in Qatar dealt with caution with the first-ever pro-gay protest in the country.

A British activist Peter Tatchell organized the protest, where he stood at the National Museum of Qatar for more than an hour with a t-shirt reading #QatarAntiGay.

He carried a placard reading: “Qatar arrests, jails & subjects LGBTs to conversion”, with the hashtag “#QatarAntiGay”.

Two uniformed officers and three plainclothes officials arrived at the scene.

They folded up his placard and went away while Tatchell stood on the sidewalk for a while.
